วิทยาลัยเทคโนโลยีพะเยา ก่อตั้งขึ้นเพื่อให้บุตร หลานของชาวจังหวัดพะเยา และจังหวัดใกล้เคียง ได้มีโอกาสทางการศึกษาในสายอาชีพ ผู้รับใบอนุญาตมีความมุ่งมั่นที่จะพัฒนา คุณภาพ ทรัพยากรบุคคลให้เป็นผู้มีความรู้คู่คุณธรรมและเพื่อให้เยาวชนเป็นคนเก่ง ดี และมีความสุข จึงมอบคำปรัชญาของวิทยาลัยเทคโนโลยีพะเยาไว้ว่า

สร้างสรรค์

นักศึกษามีความคิดสร้างสรรค์ในการทำงาน สามารถคิดค้นสิ่งใหม่ ๆ พร้อมทั้งถ่ายทอดออกมาเป็นรูปธรรมได้

เสียสละ

นักศึกษามีความเสียสละมีน้้าใจเอื้อเฟื้อต่อกันในการทำงานต่าง ๆ ไม่มีจิตใจคับแคบเห็นแก่ตัว

สามัคคี

นักศึกษามีความสามัคคีช่วยเหลือเกื้อกูลซึ่งกันและกัน

มีคุณธรรม
